I was also under the impression that they were created by Wolfgang Weingart.
@Becca & @Michael – the original post I saw on The New Graphic attributed them to Weingart, but it was later updated with Gregory Vines. The flickr group for TM seems to list him as the designer as well so I believe this is the correct info. If anyone can clarify please let me know.

You are quite right; Gregory Vines designed the covers for the Typografische Monatsblätter 1978, while a student in the Advanced Class for Graphic Design, Basle. There he studied under Wolfgang Weingart who made the whole project possible and to whom Mr. Vines was very indebted. Not only Weingart but other teachers as well were an influence on his work. Originally there were eight covers planned, but the editor Rudolf Hostettler (SEE „the printer’s terms“ 1952) had to reduce the number of issues for financial reasons. The cover designs were inspired by a typographic encounter at the Castelgrande in Bellinzona, Switzerland.
